PROPOSAL — under reviewStatus: proposal, pending ratification. The badge tells the truth about the chapter; its spine is law and is cited as such below.
the chapter (proposal). a web surface scrolls, responds, and is read at field conditions.
- carries: the token core rendered as web variables by the fan-out; the voice; the accent law; the command-bar pattern — a summoned interface that jumps anywhere and runs actions, appears when called, vanishes when dismissed.
- adapts: density and type to the reading measure; motion to the expressive end only on first-run and explanatory surfaces, with working surfaces held to the motion gate; budgets to the performance chapter’s web numbers.
- forbidden: treating the web chapter as a screenshot of the desktop chapter — it is a chapter, with its own anatomy, not a port.
the spine (law; decision 0023). partial implementation on the web is doctrine. each chapter declares a fidelity ladder (full, reduced, flat); the web build occupies the rungs browsers permit (tokens, tint law, voice, and motion values portable; shell integration and tray behaviours absent), and the rungs it cannot reach are named, here and on the capability ladder page. a web surface degrades down the ladder without changing its layout, role mapping, state grammar, or voice.
Canonical text: §13, device chapters (web) and the capability ladder, in the design language document. Governed by decision 0023.
